About PBID
The Downtown Chico Property-Based Improvement District (PBID) was established in 2017 to improve safety, cleanliness, and the overall vitality of downtown.
Funded by annual assessments from property owners, PBID invests in core services such as the Ambassador Program, graffiti removal, trash pickup, and advocacy on policy issues that impact property values.
Formation and Governance
Downtown Chico property owners voted overwhelmingly to approve the business district with 81% of assessments being cast to form the district. Chico PBID is governed by a board of property owners. PBID is accountable to those who fund it and works to protect and enhance the shared investment in Chico’s historic downtown.
Programs and Services
While the Ambassador program is the most visible activity, Chico PBID is guided by a Management Plan approved in 2022, focused on three areas of service to preserve and promote downtown as a welcoming venue:
