Background
Nearly ten years ago, downtown property owners came together to create the Downtown Chico Property-Based Improvement District (PBID). The idea was simple: by working together, property owners could accomplish far more than any one owner could alone. Much like a homeowner’s association, PBID’s shared investment provides key services focused on cleanliness, safety, beautification, and economic vitality
.
Since then, Downtown Chico has experienced challenges few of us could have imagined. The Camp Fire, the COVID pandemic, and the Warren Settlement significantly changed downtown's priorities. During this period, the PBID Ambassador Program increased with daily cleanup, graffiti removal, encampment impacts, hazard reporting, moving the unsheltered along, and coordination with public safety. Their work has helped maintain downtown as best as they were allowed through this difficult period.
Today
Downtown Chico is entering another important transition. As the Warren Settlement concludes in January 2027, our downtown has an opportunity to move from managing challenges toward rebuilding downtown's long-term vitality. The current PBID term expires at the end of 2027. Your feedback will help determine whether the PBID should continue and, if so, what priorities should guide its work from 2028 through 2033.
Your input is important as we work together to write the next chapter for Downtown Chico.
